It was disturbing to read about our internal auditor’s abrupt firing from BC Assessment. From our intranet his role was defined as follows:
The objective of the internal audit function is to work co-operatively with BC Assessment`s management and staff to improve the economy, efficiency, effectiveness, and accountability of operations.
Kelly was the manager of internal audit and wasn’t known to shy away from the tough questions such as why the Desktop Review process was so badly skewed to achieve supposed success while ignoring or downplaying measurements which didn’t match the game plan.
Being accountable only to the Board allowed greater flexibility and he certainly ruffled his share of feathers in his quest for the truth. I recently read a quote attributed to Voltaire that seemed quite poignant on the heels of that announcement:
“To learn who rules over you, simply find out who you are not allowed to criticize.”
