About the Opportunity

BC Assessment has a unique and exciting opening for a Senior Research Officer.

Your depth of knowledge in applied research techniques and processes ensures that you are able to employ judgment to interpret data. You are able to easily apply critical thinking and problem solving to complex policy, audit or quality assurance issues.
Finally, you are a team member who has a natural aptitude to look for opportunities to challenge traditional thinking, to use expertise to rethink standard approaches, and has a diplomatic tendency to introduce new practices and procedures while overcoming barriers or obstacles.

Within this pivotal position, you will use your professional knowledge and experience to lead and coordinate corporate informatics, and provide professional advice regarding research, reporting, and evaluation of advanced data and informatics requirements and results. You will develop, analyze, forecast, and/or interpret research needs and ensures they are accurate, integrated, secured, and shared with stakeholders, staff, partners and others. Reporting to the Manager of Quality Assurance, you will review and recommend changes to data management policies, practices, work methods, and performance measures to increase the efficiency and effectiveness of research and information services, programs, and systems.

The Senior Research Officer coordinates, collects and conducts performance and business intelligence research and analyses for corporate performance management programs, and provides professional advice to the Board, Executive, managers and others on the informatics and impacts of policies, practices, processes, and initiatives. In addition, the position also prepares yearly Roll Quality Reports and related materials (e.g. briefing notes), presents or participates in the presentation of materials to the Board, Executive, and Managers, and leads and guides Research Officers and Technicians.

If you are an experienced and passionate professional with an undergraduate degree in Informatics, Business Intelligence, Statistics, Commerce, Economics, Process Management, Research, or equivalent and 50% or more of the required courses for an Appraiser II or PGCV, then this is the opportunity for you!

Your advanced knowledge and proficiency in the use of data mining tools, including Excel, SPSS, Cognos and Oracle shows you can summarize large quantities of complex data to provide information for management decision making.

Your four years of experience in developing and implementing new work and business procedures have shown how you have climbed the career ladder, and translated strategies into operational terms in a complex public or private sector environment while enjoying increasing levels of responsibility.

In this position, your previous related work experience in real estate, property assessment and taxation research and policy development will be a definite asset.

• travel may be required on occasion for meetings and training;
• this position is within the CUPE bargaining unit
